I'm a machine tool repairman for Boeing, and this is one of the most valuable tools in my arsenal. It's rugged, dependable, and if you can somehow get an impact socket on the head of the fastener, it's either going on or coming off, no doubt about it.

Got my Milwaukee 2651 3/8" impact the other day. Rated at 2000 inch-lbs torque--167 ft lb. Previous to that, I inquired by email to Milwaukee as to how they determined their torque ratings. I got a terse message back stating that they did not measure "breakaway" torque like some other manufacturers do, since the results are too capricious and lend themselves to unreasonably high values. Milwaukee only measures stall torque.
I googled stall torque & it seems it is the torque produced at the moment the the RPM of the device in question (in this case an impact wrench)--the moment the RPM reaches zero. Just common sense, really. So I torqued down a lug nut on a 2001 K1500 Chevy P-U, with threads clean & dry, to 150 ft lbs, with a recently calibrated Snap-On torque wrench with 30 to 200 ft-lb range. Then I put the 2621 to the test. It removed the nut but took 4 or 5 seconds to break it free. Fine by me. Then I ran the nut in w/the gun until it hit the stall point. Then with the torque wrench set at 120 ft-lbs, I tried to turn the nut clockwise, but the wrench clicked before the nut would move, indicating the gun had torqued it to greater than 120 ft-lb. Ditto at 130. At 140, though, the wrench turned the nut in slightly before it clicked, meaning the nut had been tightened to between 130 & 140 ft-lbs. I used a fully charged battery & a brand new impact socket with the gun. OK, so this test shows that the stall torque was 20% below the advertised rating, but perhaps there's a better way to determine stall torque. I really don't care, since, as an auto mechanic, I've never depended on a 3/8 inch impact, pneumatic or cordless, to break lug nuts. I just wanted to get a handle on how strong this thing was.
The real strengths of this tool are in its light weight, its compactness, & in the amazing trigger control one has over the speed of the anvil. I've used very few cordless tools over the years, and have always laughed at the claims of "featherability" ascribed to say a 3/8 air ratchet. In reality you can't make 'em go slow enough! With this thing, you can slow it down to a crawl, or zip it up to its 2200 RPM value in a split second. The icing on the cake is the clutch which, even when you have the tool at full speed, stops the spinning anvil (3/8 square drive output) dead, the instant you let off the trigger. People don't know how important this feature is when you're merely loosening, as opposed to completely removing, a series of bolts, say. This is time consuming to do by hand, & with a powerful air tool, akin to controlling a Ferrari that doesn't have any brakes!
This tool is significantly cheaper than say, an equivalent Snap-On or Matco, & with a 5 year (albeit limited) warranty as opposed to the one year, & in certain areas, 2 year warranties offered by Snap-on & Matco.
